Ingredients for success

The City Deal is a £1bn, once-in-a-generation opportunity to make the
Cambridge region the sustainable transport capital of the country, making
it a joy to travel around and a beacon of good practice for other cities
facing similar problems of congestion and inadequate public transport. But,
to succeed, the City Deal needs:

   1. The best ideas
   2. Excellent communication
   3. Strong leadership

Few people would score the City Deal highly on any of these points, which
is why we are especially concerned to see the City Deal Board asking to
assume wide-ranging new powers.

The Highways and Community Infrastructure Committee

is meeting tomorrow (Tuesday 1 March, 10am at Shire Hall) to discuss
delegating the following powers to the City Deal (Agenda Item 7

):

   - Traffic Regulation Orders (TROs)
   - Compulsory Purchase Orders (CPOs)
   - Side Roads Orders (SROs)
   - Transport and Works Act Orders (TWAOs)
   - Grant of Planning Consent

Milton Rd & Histon Rd proposals

ran a poll last week asking which proposals for Milton and Histon Roads
people preferred. It was neck and neck between the Smarter Cambridge
Transport proposal

and Cambridge Cycling Campaign proposals (Milton Rd

& Histon Rd

Together they claimed 80% of the vote. Both groups’ proposals share much in
common, the most significant difference being that the Cycling Campaign
proposes a tidal bus lane on Milton Road, whereas we propose Inbound Flow
Control

which has a lower environmental, social and aesthetic impact.

The clear conclusion is that there is a strong appetite for alternatives to
the City Deal proposals, and we call on council officers to consider
innovative ideas with a mindset of *How can we make this work?* rather
than *Why
this won’t work.*
Girton Interchange

There is almost complete consensus that the Girton Interchange

is the most critical flaw in the local strategic road network, yet there
will be no new connectivity delivered as part of the £1.5 billion A14
Improvement Scheme

Please lobby your MP

(and copy your local councillors) to ask the Secretary of State to unhitch
the Girton Interchange from the A14 Scheme so that the Huntingdon bypass
can go ahead with minimal delay, while new designs are considered for
the Girton
